The Trump administration released its fiscal year (FY) 2027 budget request. Budget request materials include:

The budget requests $111.1 billion in discretionary budget authority for HHS for 2027, 12.5% ($15.8 billion) less than the FY26 enacted level, but more than what was proposed in FY26 ($94.7 billion). The proposed budget for Mental and Behavioral Health under AHA is $6.8 billion, approximately $1 billion higher than proposed in FY26.
As in FY26, the president’s budget requests to establish AHA as part of a reorganization of several agencies, including the Substance Abuse and Mental Health Services Administration (SAMHSA), under HHS. This proposal was not finalized in FY26 appropriations. The request also notes the aim to eliminate programs that do not advance Make America Healthy Again goals. In its fact sheet, the administration says that the budget proposes to refocus activities that were formerly part of SAMHSA, “by eliminating funding for programs that duplicate block grant funding, or are too small to have a national impact.”

Details of funding proposed in the congressional justification for AHA include:

- Certified Community Behavioral Health Clinics: $385.5 million
- 988 Suicide & Crisis Lifeline: $534.6 million
- Project AWARE: $120.5 million
- Comprehensive Opioid Recovery Centers: $7 million
- Building Communities of Recovery: $17 million
- Peer Support Technical Assistance Center: $2 million
- Behavioral Health Innovation Block Grant: $4.5 billion
Combines the Community Mental Health Services Block Grant, Substance Use Prevention, Treatment and Recovery Support Services Block Grant, and State Opioid Response into a single grant. Similar to the proposal in FY26 that was not finalized.

Programs proposed for elimination include:

- Mental health awareness training
- Primary and behavioral health care integration grants and technical assistance
- Sober Truth on Underage Drinking program
- Minority Fellowship Program

What the President’s Budget Means
|
As all presidential budget proposals, the president’s budget is nonbinding and largely serves as a messaging document for the president’s priorities. Congressional appropriators take the request into consideration when negotiating funding levels for federal agencies and programs, but are not obligated to enact its recommendations.

Lawmakers in both the House and Senate still need to draft, markup and ultimately pass each of their 12 spending bills, or a continuing resolution, ahead of the fiscal year deadline (Sept. 30). FY27 runs from Oct. 1, 2026, through Sept. 30, 2027.
