The National Council for Mental Wellbeing’s Policy and Advocacy Team has released the first in a new series of white papers examining key Medicaid provisions in H.R. 1. The paper, H.R. 1 and the Impact of Medicaid Work Requirements, explores upcoming changes tied to new community engagement (work) requirements for Medicaid expansion enrollees, which are scheduled to take effect in most states on January 1, 2027.
The report offers background on the new policies, insights from prior state experiences, and practical recommendations for clinics and the Centers for Medicare and Medicaid Services (CMS) to support effective, equitable implementation.
This resource is particularly relevant for organizations serving individuals with mental health or substance use challenges, who may be among those most affected—or potentially exempt—under the new requirements.
